Those are pop starch - commonly known as packing peanuts - and are an eco-friendly alternative! They are actually made using expanded starch as the name suggests, and can be easily disposed by chucking them in your sink and running the tap till they dissolve (they are of course, safe for the waterways)!
Heat. Unfortunately mother nature gets cruel in the hotter months, and as wax is ultimately something to be melted, the heat can and will do that. I do apologise on behalf of her if the heat has made the top melted, especially on candles with designs/dye on top but please note it is ultimately out of my control, and it will NOT affect the burn, just let it harden back up and it'll be good to go!

It is 100% safe- I use Eco Glitter, which is an eco-friendly, plant-based alternative to plastic glitter proven to biodegrade in the natural environment. It is made from eucalyptus trees, is made for candles and is proven non flammable (and yes I also tested this myself by throwing a handful directly onto an open flame - do not try at home).
Please note that on the candles with dyed tops, as I use highly concentrated dye (safe for candles and burning), sometimes the smell of the dye can linger. I recommend lighting your candle for a few hours, and it will reset the top, bringing out the fragrance in the wax below.
